BBC Gaza Documentary Deemed a 'Serious' Violation of Broadcasting Rules, States UK Media Regulator

The British broadcaster was found to have committed a "major breach" of media regulations by failing to disclose that the narrator of a documentary about the Gaza conflict was the offspring of a Hamas official, as ruled by British broadcasting authority Ofcom.

An inquiry by the media regulator into Gaza: How to Survive a Warzone has determined that the film was "significantly deceptive".

The head of the BBC had earlier expressed regret, saying there had been "a serious error in relation to accuracy".

The regulator has instructed the broadcaster to broadcast a prime-time announcement about its findings.

"As this represents a major infringement of our code, we are directing the broadcaster to transmit a statement of our findings against it on BBC Two at nine o'clock in the evening, with a date to be finalised," the statement read.

'Potential to Erode Credibility'

The watchdog's announcement said: "Our probe concluded that the programme's failure to disclose that the presenter's father occupied a role in the Hamas-administered administration was substantially inaccurate.

"It meant that the viewers did not have essential details which may have been highly relevant to their assessment of the voice and the content he provided.

"Trust is at the core of the relationship between a media organization and its audience, particularly for a state-funded media outlet such as the BBC.

"This failing had the possibility to undermine the exceptionally strong amounts of trust that audiences would have invested in a BBC factual programme about the Israel-Gaza war."

The film was withdrawn from the BBC's streaming service in last February after the narrator's personal associations were revealed, and in July an internal BBC review determined it breached the corporation's editorial guidelines on factual correctness.

A corporation official commented: "The Ofcom ruling is in agreement with the conclusions of the corporation's inquiry, that there was a significant failing in the programme in relation to the corporation's content standards on factual correctness, which corresponds to regulation 2.2 of the regulator's media standards.

"We have apologised for this and we comply with Ofcom's decision in its entirety. We will comply with the penalty as soon as the date and wording are determined."
